1. A high voltage power grid comprising: (5) (4)

transmission lines to transport power at high voltage from power generators to sub-stations;

a plurality of impedance injection modules, each impedance injection module coupled to and collectively distributed along the transmission lines, and having a sensor to monitor the transmission line to which the impedance injection module is coupled;

a plurality of local intelligence centers coupled to the impedance injection modules configured to communicate with a supervisory utility to receive control instructions for control of the power generators, the substations and the impedance injection modules,

collectively and interactively, with the impedance injection modules, control and monitor the transmission lines, and

coordinate a response to disturbances on the transmission lines;

wherein the impedance injection modules respond locally to prevent or limit the disturbances on the transmission lines, and at least one local intelligence center is in communication with each impedance injection module.

2. The high voltage power grid of claim 1, wherein the supervisory utility provides the control instructions to the local intelligence centers to be implemented by the local intelligence centers and the distributed impedance injection modules. (0)

3. The high voltage power grid of claim 1, further comprising: (1) (3)

distributed generation units; and

distributed energy storage devices, each generation unit and each energy storage device coupled to the high voltage power grid using a flexible alternating current transmission system (FACTS) based control device;

wherein each generation unit and each energy storage device are in high-speed communication with at least one local intelligence center for control of power flow to the high voltage power grid from the generation units, and to and from the energy storage devices.

5. The high voltage power grid of claim 1, further comprising: (3) (1)

at least one electronic system configured to sense and control power flow over the transmission lines, and to communicate with the at least one local intelligence center that coordinates and controls the at least one electronic system in order to sense and control the power flow over the transmission lines.

6. The high voltage power grid of claim 5, wherein the at least one electronic system further comprises one or more of: a static synchronous series compensator, a unified power-flow controller, or an interline power-flow controller. (0)

7. The high voltage power grid of claim 5, wherein the at least one electronic system comprises one or more FACTS based compensators or controllers. (0)

The high voltage power grid of claim 5, wherein the communication between the at least one electronic system and the at least one local intelligence center, and the communication between the at least one local intelligence center and the impedance injection module to which the at least one local intelligence center is communicably coupled enable the response to the disturbances on the transmission lines to be sub-cyclic, so as to prevent the disturbances from growing into power delivery and quality issues on the high voltage power grid. 8. The high voltage power grid of claim 1, wherein the impedance injection modules comprise flexible alternating current transmission system (FACTS) devices that are high-voltage compatible subsystems configured to couple directly to the high voltage power grid. (0)

The high voltage power grid of claim 1, wherein based on the control instructions from the supervisory utility, the local intelligence centers and the impedance injection modules collectively control and monitor the transmission lines to enable an integrated control of the high voltage power grid. (0)

12. A monitoring and control system having hierarchical control of a total power system, the system comprising: (3) (6)

sensors distributed over and coupled to the total power system and configured to recognize changes in power flow and disturbances on a plurality of transmission lines of the total power system;

a plurality of high-speed communication enabled impedance injection modules comprising flexible alternating current transmission systems (FACTS) devices coupled to the transmission lines of the total power system, and configured to respond to the recognized changes and disturbances on the transmission lines and to inject an impedance to compensate for the recognized changes and disturbances;

flexible alternating current transmission system (FACTS)-coupled actuator devices coupled to an inside of, an outside of, or at an edge of the total power system; and

a plurality of local intelligence centers communicably coupled to the impedance injection modules, power generation systems, and substations, and configured to receive control instructions from a supervisory utility for control of the total power system, wherein the supervisory utility is in communication with the plurality of local intelligence centers;

wherein each local intelligence center configured to provide local supervisory coordination to one or more of: at least one impedance injection module or at least one FACTS-coupled actuator device in a local region communicatively linked to the local intelligence center;

wherein the local intelligence centers, FACTS-coupled actuator devices, and the impedance injection modules collectively, interactively and hierarchically control and monitor the total power system from generation to distribution.

13. The system of claim 12, wherein each impedance injection module is configured to respond locally to the recognized disturbances on a respective transmission line by generating and injecting impedance onto the respective transmission line. (0)

The system of claim 12, wherein the impedance injection modules are further configured to modify and update respective reference settings of the impedance injection modules or reference settings of the FACTS-coupled actuator devices through the local intelligence centers based on changes to operating conditions of the total power system, while the total power system is in operation. (0)

The system of claim 12, wherein the FACTS-coupled actuator devices comprise: distributed generators, energy storage devices, and distributed demand response units, wherein the distributed generators, the energy storage devices, and the distributed demand response units are coupled to the total power system using a FACTS-based control device. (0)

16. A method of controlling a high voltage power grid having transmission lines to transport power at high voltage from power generators to sub-stations, the method comprising: (3) (5)

coupling a plurality of impedance injection modules to the transmission lines, the plurality of impedance injection modules being coupled to the high voltage transmission lines, each impedance injection module being configured to inject impedance or voltages into a respective transmission line;

coupling one or more sensors to the transmission lines to sense and identify changes and disturbances on the transmission lines;

providing a plurality of local intelligence centers, each local intelligence center being configured to communicate with at least one impedance injection module;

receiving, from at least one sensor, identified changes and disturbances on the transmission line to which the at least one sensor is coupled; and

transmitting, from at least one local intelligence center, in response to the identified changes and disturbances, instructions to the at least one impedance injection module communicating with the at least one local intelligence center to cause the at least one impedance injection module to inject impedance or voltages onto the respective transmission line, to which the at least one impedance injection module is coupled, to correct the identified changes and disturbances.

the high voltage power grid further comprises a supervisory utility in communication with the power generators, the substations, and the local intelligence centers, and

the supervisory utility provides control instructions to interactively balance and control the high voltage power grid through control of the substations, the local intelligence centers, and the power generators.

The method of claim 19, wherein the high-voltage power grid further comprises distributed generation units and distributed energy storage devices, each generation unit and each energy storage device having flexible alternating current transmission system (FACTS) control devices coupling the distributed generation units and distributed energy storage devices to the high voltage power grid, the FACTS control devices in communication with the local intelligence centers for control of the distributed generation units and distributed energy storage devices. The method of claim 20, wherein each FACTS control device is in communication with at least one local intelligence center for receiving the control instructions, the control instructions comprise instructions for coordinated control of the distributed generation units and the distributed energy storage devices. The method of claim 16, wherein the local intelligence centers, the one or more sensors, and the impedance injection modules collectively, interactively and hierarchically control and monitor the high voltage power grid, so as to dampen oscillations on and re-balance the high voltage power grid.
